Fine Gael and Labour disregarding the rights of Irish speakers– again!
‘Despite all the platitudes of the government, they are once again disregarding the Irish language’, according to Senator Trevor Ó Clochartaigh. This week the government brought forward three pieces of legislation in the Seanad which provided for a derogation from section 38 of the Official Languages Act, which related to the publishing of legislation in Irish.
The Sinn Féin Senator stated ‘ This is being done to comply with the deadlines set by the EU and IMF. Much to the government’s discredit, it appears that the rights of our International ‘masters’ puts the rights of the Irish people in the ha’penny place.’
The bills in question were the Civil Law (miscellaneous provisions), the Social Welfare and Pensions Bill, and the Ministers and Secretaries Bill. ‘Due to the Governments actions, there will not be an Irish version published simultaneously to the English version. This is a breach of the rights of the Irish language community on the part of the government, according to Senator Ó Clochartaigh.
‘The EU/IMF insisted that these bills be passed by the Oireachtas before the start of July. The Government were slow bringing the legislation forward, they are rushing them through without comprehensive debate, and all the while they are neglecting the rights of the Irish language community. Clearly the needs of the IMF/ECB take priority over the rights of our citizens in this Governments eyes. ’
Senator Ó Clochartaigh expressed concern that this move was only a beginning, and that the government would regularly utilise this derogation, despite the progress made since the Official Languages Act was introduced.
‘This development comes hot on the heels of the debilitating of Údarás na Gaeltachta, the increasingly restrictive approach being applied in the establishment of new Gaelscoileanna, and the obfuscation and delay which has surrounded the implementation of the 20 Years Irish Language Strategy’,according to the Senator. ‘The government have made many statements about their commitment to the promotion of Irish and of the Gaeltacht, but they are not delivering upon these, quite the opposite,’ he maintains.

An tseachtain seo vótáil páirtithe an Rialtais gan Acht na dTeangacha Oifigiúla a thógáil san áireamh maidir le foilsiú trí Bhille a tháinig os comhair an tSeanaid le plé. Deir an Seanadóir as Sinn Féin, ‘tá siad dhá dhéanamh seo chun spriocdátaí atá leagtha síos dóibh ag an EU/IMF a chomhlíonadh. Tá cearta muintir na hÉireann dhá chur in áit na leithphingine le freastal ar ár gcuid máistri idirnáisiúnta agus is mór an náire don Rialtas é
sin’.
Is iad na billí atá i gceist ná an Bille um an Dlí Sibhialta, an Bille Leasa Shóisialaigh agus Pinsean agus An Bille Airí agus Rúnaithe. De bharr cinneadh an Rialtais ní bheifear ag cur
leagan Gaeilge de na billí seo ar fáil ag an am céanna leis an leagan Béarla. Is ionann seo agus faillí a dhéanamh i leith dualgais an Stáit maidir le ceartaphobal na Gaeilge’, a deir an Seanadóir Ó Clochartaigh.
‘Tá foláireamh tugtha ag an EU/IMF go mbeadh na billí seo rite tríd Thithe an Oireachtais roimh thús mhí Iúil. Bhí siadsan mall ag tabhairt na reachtaíochta seo os comhair na dTithe, tá sé dhá dheifriú tríd gan díospóireacht cuimsitheach ar na h-impleachtaí a bhaineann leis agus tá leatrom dhá dhéanamh ar phobal na Gaeilge sa bproiséas ar fad. Is léir gur tábhachtaí don Rialtas seo príorachtaí an EU/IMF ná cearta a gcuid saoránaithe féin’, a deir an Seanadóir.
Tá imní ar an Ó Clochartaigh freisin nach bhfuil an cleachtas seo ach ina thús agus go ndéanfaidh an Rialtas go rialta amach anseo é in ainneoin an dul chun cinn mór atá déanta ó cuireadh Acht na dTeangacha Oifigiúla i bhfeidhm.
‘Tá an cinneadh seo ag teacht sna sála ar an lagú atá déanta ar Údarás na Gaeltachta, coinníollacha níos déine atá curtha i bhfeidhm maidir le bhunú Gaelscoileanna agus doiléireacht agus moilleadóireacht ón Rialtas maidir leis an Straitéis 20 Bliain don Teanga a chur i bhfeidhm.’, a deir an Seanadóir. ‘Tá neart briathra acu maidir lena gcuid tiomántas don Ghaeilge agus don Ghaeltacht’, deir sé, ‘ach níl siad ag déanamh beart dá réir, ach a mhalairt ar fad’, dar leis.
